Echo - High idle/hunting in park/neutral

I got a 2001 Toyota Echo 1.5L that was running rough on cold start ups. Got a trouble code saying the ECT was out of range, replaced that and after firing it up it started to hunt and had a very high idle, I unplugged the Idle air control and it still continued to hunt. I smoke tested it for vacuum leaks and no leaks. After plugging and unplugging things to see what made it disappear it now stopped hunting but maintains a idle of around 2000rpm in park or neutral, in drive or reverse the idle lowers to about 900rpm. Im at a loss for why it is doing this and any suggestions would be helpful.

Does it high idle until the blue light goes out then returns to normal. If so it's normal.

No, the engine is warm. when i searched Identifix for possible causes it gave me IAC, vacuum leak, plugged filter (which would cause bogging while driving so its not that) and possible bad fuel pump (again lack of gas = lack of power) I have eliminated the IAC and vacuum leaks, and am very doubtful of any fuel related problems (although i will check pressure and volume tomorrow to be sure) I cant think of anything else that would cause that sort of problem.

This might sound stupid but I had it happen in my truck last winter. Check to make sure the throttle cable has not been pulled or kinked. It could be holding the throttle open slightly.
