Echo 2001 hard starting after refueling

my sister have a Toyota Echo 2001 1.5l manual transmission.

The problem is:
She have a hard time restart is car after refueling at gas station.
the car will restart easy if the car rest for a period of time after refueling (1 hour) .

So it look like it as something to do with the air pressure built in gas tank then release when she open the gas cap. !! ? !!

obd code P0440-/p0441/p0446 evaporator

She doesn't top it off does she? I can't think of another reason and the topping off is just a shot in the dark.

I don't know, but when I get problems like this, I troubleshoot the codes with information like on the site below and do a regular tuneup if it's been awhile.

My wife's Aveo would not start for about 5 minutes after fueling, when it was new.

It turned out to be a faulty purge valve solenoid , that vests the tank. A vacuum in the tank is created if it does not open, when any gas is pumped out to the engine. We could get it started by taking the gas cap off.

Dealer replaced it and solved the problem.
