yaris 1,0 2000 radiator fan

i have a problem with the fan not coming on when i disconnect the plug from the cooling fan switch (with a cold engine)and turn on the ignition, i have checked all the relevant fuses and also changed the relay to no avail, but when i ground the cooling fan switch wire it does come on, is it supposed to do that? or am i misunderstanding something?.
hope somebody can help before the weather gets warmer.

thats normal, the temp sender provides a path to ground, so it wont turn on when unplugged
