Canada 2007 Yaris hatch w lighting issues

No speedometer backlight, dash lights, or lights on the gearshift panel will display with the headlights on. The only way I can see my speedometer at night is to turn the headlights off (park lights only) by having the dimmer in the off position. This makes the backlight on the speedometer very bright, which is normal. But as soon as you turn the dimmer on to activate the headlights and lights on the gearshift panel, the backlight on the speedometer disappears (when working correctly it just dims a bit), and the lights on the gearshift panel do not light up. The light on the display(same portion of display as the speedometer) that tells you your headlights are on DOES display, however, when the headlights are on. I've checked all the fuses inside the cabin under the steering wheel, and they all appear to be intact (no breakages in the distinct "M" shape). Anybody have any suggestions before a spend a fortune at a garage?
