No it isn't necessary for all occasions.
Actually I would personally do it only on two occasions:
1. To reset the computer if someone has driven the car other than me and I need the car to re-learn my driving style.
2. Part of trouble shooting a check engine code. I pull the code(s) then reset either by the OBD2 reader or the battery, whichever is available. If the same code comes up, I know it's not a fluke and I have to address the code.
3. Only as a last resort if I can't figure out a problem so the car resets.
I really only do 1 and 2....I don't remember the last time I did number 3.
