04' echo will not start

I replaced the starter with a reman. I tested both starters, the old one did not spin very quickly, the new one was fine. When turning the key, the car clicks in pulses. I hooked a 200 amp booster still nothing. Could it be a faulty new starter? I thought that maybe it was the engine that was seized, but I can push the car and have the engine turn over in third gear. I then tried to run jumper cables to the starter directly, and nothing, sort of like there is too much resistance for the starter to turn the engine over. I am very frustrated. Any other tests I can do that would help diagnosing the problem would be appreciated.

Check If the starter is properly grounded. If there is some kind of short in your electrical system.
