Swords is correct. On my Dad's JDM 2001 Toyota Vitz RS with factory fog lights the switch is incorporated into the headlight switch, but there'll be a blank on the dash that you can use to fit a switch into. I've never looked at the relay locations of an Echo/Vitz that doesn't have OEM fog lights, but on Corollas without OEM fog lights the hole for the relay is there but there are no pins inside it (and obviously no relay). It's MUCH easier to hook up an aftermarket relay rather than add the pins to the existing relay location. Simply mount the relay in the engine bay and run wiring to the fog lights, switch and power source.
As for the fog lamp switch, your best bet would be to find out the part number for the OEM switch and buy one brand new. Otherwise you could always try to find one equipped with fog lights at a wreckers and buy it secondhand, or just use a generic switch from an auto store. I'd recommend hooking the switch up to a switched power source (such as the cigarette lighter) so that you can't accidentally leave the fog lights on when you leave the car. This is how I wired the fog lights up on my Corolla. All in all it's a very easy modification to perform yourself, or a cheap modification to get done by an auto electrician.
