Echo RS keyless programming issue

Hi, I am new here.

I have recently purchased 2004 Echo RS from Canada and I am fully enjoying my car, but this issue is bugging me. My car has power door locks, and I have done some research to find out whether the car came with key fob standard, and in fact RS model was standard with keyless entry.

When I acquired the car I did not receive the remote, so I've bought one from eBay. I've been doing a lot of searching and found several instructions on how to program the remote, but so for all of my tries have been fruitless. The issue is that I can't get the car into the recording mode, meaning that I don't get the confirmation cycling (door lock and unlock) after I follow the first 5 steps of the procedure outlined here:

Please help me out, I have tried to switch step 4 where I closed the door first and then inserted the key to turn it to on position and then back. What am I doing wrong, I have followed these instruction over 20 times so far.
