toyota echo 2005 4 door problems

I have a 2005 toyota echo 4 door and I love this car ever since it was handed down to me. This hasn't came to my attention until I allowed a friend to borrow my car:

Is there supposed to be a metal flap in the gas filler neck? Because mine doesn't. My friend showed me his car (not a echo or even a toyota) does.

Also another question: I got 2 new tires and balanced at walmart and balanced and put them in the front. I placed the old front ones to rear. I do a lot of city driving so I didn't noticed this until my friend told me, and I've been able to reproduce this: Every time I go pass 65 mph, the steering wheel vibrates. I let go of the gas and the vibration stops.

Do I need another tire balance? I got the new tires 2 months ago

My 2000 Echo filler hole is open, no cover. I had to go look as I never thought of it til you posted.

Thanks. I thought it might have broken off or something and I was so paranoid that the gas would overflow while pumping gas.

Does anyone know if I should re balance my wheels? Should I do all 4 or just the front 2? Although I had the "mechanics" did it at Walmart already.

General rule of thumb if you want to or need to replace the tires, its good to get the same kind and replace them all, not just one or two. Generally speaking.

If it vibrates it could need balancing. For safety reasons generally get the same tires on all sides.

well first off check tyre pressure
then make sure all wheel nut are tight
if they are ok then you may need the car tracked, if so get in done asap or you will be eating away at the tyres and you will need new ones sooner than you want
