OBD 2 Software/tuning

I'm getting a USB OBD 2 cable online in hopes of messing around of my car's electronics. Maybe resetting my engine light every once in a while too. I'm wondering what are some good programs to use with them? Hopefully a cheap/free one. I'm also wondering if you can use a cable like that to work kinda like a tuning chip? I've heard that you can but I can't seem to find any on the internet.

other than resetting trouble codes, you can't change anything on the ecu. everything else is read only. I got a bluetooth adapter and use it with android torque.
the only way I've seen anyone change engine timing or fuel is with a piggyback controller like greddy emanage or camcon
