Up and down idle

Hello everyone,

I just got a 1992 Tercel with a JDM 5E-FHE motor. The problem, when the car is at normal operating temperature the engine CONSTANTLY idles/surges up and down BETWEEN 1500-2200 RPMs. Other than that it runs OK. Previous owner said TPS was OK,

On my 1988 Corolla GT-S, when I changed the antifreeze and let the new stuff circulate, the Corolla would act the same way BUT it would only last about 5-10 minutes. The Tercels up/down idle/surge seems permanent. HELP!!!

check all your vaccum lines. those are ok don't know what to tell you mine does more or less the same thing.

the idle may be set to high, i know on a 3E-E if the idle is too high it gets pissed off and continues to cycle the IAC to try to bring the idle down. OR even though the TPS is ok, it might need to be adjusted. I do believe it gives an IDL signal when the throttle is fully closed.
