Gen6 an alighment question please help!!!

so this is the story, after about 10 months of driving the brand new 2008 camry se v6 out of the dealership, i put on about 13000 miles to the car. my front tires had worn out, so i decided to switch both the rear tires to the front. after the switch i notices that my steering wheel is not straight when i drive on a straight road, and the steering wheel turns more to the left when drive on a straight road (it is so obvious for me to know it because i drive on the same road everyday to get to my job site). so i bring the car to the dealership to get an alighnment. i did not wait for the car but come back and pick up when it was finish. when i check the work order , it said that the technician swapped front tires, stillpulling, took right front tire off and flipped,still pulled, and so the tech check the alignment and found front and rear tow out.
but even after the alignment was done on the car, the steering wheel is still not straight on a straight road and it is still tilted to the left more.
so my question is that if the alignment was already done to the car why is the steering wheel is still not straight? does anyone have this problem? PLEASE HELP.
