I can't really answer the question about the integration relay; however, if it is working in highbeam, then the integration relay should be functioning, since it powers to head light relay, which powers both high and low beams. The high beams goes through the DRL circuits to ground, while the low beams go directly to ground. And they seem to use the same grounding point. I would suggest check for power and ground at the high light bulb connectors, not very often, both headlight low beam can burnt out at the same time.
