Try it while moving slowly forward and backward.

forward and back

Thanks for the reply, I have tried slow rolling forward and back. Today it went into 4 high and fought me coming out. After a minute of terror at the thought of a 200 mile trip it came back out. This vehicle has been sitting so maybe just use will free it up.
Anything else come to mind?
I have a rear abs light on the dash and the cigarette lighter does not work. Is there an electrical component to the transfer case that limits hi/lo range?

No, there isn't.
You might try reading the error codes to see if it gives you any info to help with the ABS light.

Has the powersteering system been worked on recently? When working on the powersteering system, you also need to bleed the brakes. I don't know why, but Toyota runs the PS lines to the ABS actuator. Sometimes working on one system will trigger another.

As for the 4WD system, is there fluid in the transfer case and also front diff?

I have 2 electrical connections on the front diff in my 1995 4Runner.

My guess is that there is something in the transfer case that is not allowing you to make the switch into 4L. Check and or replace the transfer case fluid and see what happens.
