No power and low idle

I've got a 91 4Runner, with 3VZ 3.0.
I bought it needing head gaskets. So I got the heads reworked while they were off. I set the valve clearances according to Toyota specs and procedure. Now it's all back together, and I couldn't get it to start. Bad gas, drained it out. Still no start, advance the dizzy, it starts, but barely runs. So I checked my timing belt, and that was off a tooth. And I think two tooth on one cam, but I listened to 'the older, wiser' guy at work and he said it was on with just one tooth.
So I think my right cam is still retarded on tooth. But the Toyota Tech of 20 yrs said it was right.
But it has no power, more power at half throttle than full.
Also my cold idle is only about 800rpms. Which is too low. And once it's warmed up I get 400rpms at idle. I need to clean my throttle plate and IAC valve.
Just looking for some ideas. Don't lecture me on doing my research. I'm just getting sick chasing things around.

ZAchole,

I think you need to look into that timing belt. I would think that is where the problem is. As far as the idle I think you might have a bad water temp sensor. That will adversely affect the idle of your rig.

Took the timing belt cover today. Both cams were retarded tooth. So I jumped the belt forward a tooth. Now it runs perfect. I knew I should have went with I thought was right. Oh well.
