Help with speedometer

I have a 1992 DLX pickup 4wd, 3.0, and 5 speed transmission.
Speedometer not working.
Have o volts to 12 volts pulsing from VSS. Have continuity on signal wire from VSS to combination meter. Have continuity from VSS to combination meter on the ground.
Tried two different combination meters from salvage yard.

Speedometer did not work with any.

Any way to bench test the speedometer?

I looked, can't find anything on checking the electronic speedo's meter. Just the sending unit, which you've already done.
