Idle speed issues...

So I have fixed most of the issues with my 95 4runner, now I am trying to adjust the idle speed. The idle speed now (in neutral, no accessories) is about 775. When its in Drive the idle speed drops to 500. This is with the engine at normal operating temps. What would cause this?

backing the adjustment screw out does not seem change the idle speed by very much.

...Also what should the idle speed be while in drive?

EDIT:

I forgot to add that the idle speed drops when the a/c is turned on and when the headlights are turned on as well.

I got a trouble code coming up now, its code 25. Which says Air-fuel Ratio Lean Malfunction which Chilton says can deal with the Injector circuit, Injector, Fuel line pressure, Ignition system, Oxygen sensor circuit, Oxygen Sensor, Air Flow Meter, Water Temp. Sensor, and/or the ECU. Would any of this cause the roughness? Also the sound that is being made gets faster with the acceleration of the vehicle.

The first thing I would check/change is the heated oxygen sensor.

Yeah thats up there in like $90 to replace, I'll check it out. If you could think of anything else let me know... the idle speed has suddenly started to stay constant at about 775 in drive. So now I'm trying to find the reason for the trouble code and shakiness before trying to adjust idle anymore.

I suggest fixing the check engine light first, and then perform trouble shooting if you are not satified with sthe results of fixing the CEL.
