Sticking EGR Valve (Hissing)

I am looking to buy a 91' 4 Runner 3.L V6 which is said to have been replaced 40,000 miles ago by dealer, needs rotors and also is said to have a sticking EGR valve which makes a loud hissing noise.I was wondering if this could be something else and if it is said EGR valve if this would be a big deal to replace, They are asking $1500. Thank you

Virgle,

The egr is not hard to replace, spray all botls/nuts with penetrant first before trying to remove them, it will make the job easier.

hissing is usually a vacuum leak. I would check to see if the EGR holds vacuum and check for broken or disconnected vacuum lines
