1999 4runner, question on key for tailgate

I have a 1997 4runner and the key for the ignition is the same key for the tailgate.
I just bought a 1999 4runner and the guy only had one key to give me. I thought it would be the same as the 1997 runner,
When I try the key in the tailgate it goes in but feels like it does not go in all the way and will not turn the lock.
Does the 99 have a seperate key for the tailgate?

It uses the same key. There must be something wrong with the lock.

That's what I needed to know, I'll take a look to see if I can find anything obvious wrong but it sounds like I might have to replace it.
