Sluggish Locks and Power Fuse Issues

My first 4Runner I got a few weeks ago, 98 Limited and really like it! Got in the car a few days ago though and the windows, locks, sunroof, etc weren't working. I checked the power fuse and it was blown, turns out there was an extra one in the glove box, so I'm assuming the previous owner new about the problem. Been looking everywhere for a short but not having any luck.

In the process of replacing the fuse the second time, I noticed that the locks are starting to work funny. They lock/unlock several times before they experience a loss of power and only go up/down halfway before not working at all. Once they set for a few minutes they do the same thing.

Any ideas on how I could fix this? I took apart the fuse box and relay but they all seem to look fine. Thanks for the help
