fog light question

Hi > I have a question about a problem Im having with OEM fog lights on my 1996 4Runner. They stopped working and the two wires from the switch burned? The relay gets very hot and seems to be activated even though the swith is off? I assume there is a short some where, any suggestions where to start troubleshooting?

I couldn't find the faulty wire so I replaced the harness completely, I never changed the stock bulbs, I assume they are 55W though, why do you ask? will 100W bulbs be safe?
