99 4Runner Limited Fender Extension - Power antenna motor access

I have found numerous posts that led me to think replacing a power antenna broken within the motor assembly would be pretty straight forward. However, I find that the Limited Ed. with fender extensions is more complex. Can anyone advise how to access the antenna motor on a 99 limited without breaking all the plastic in the process? How do you remove the fender extension or is there another method?
The fender liner is molded so it tucks within the cosmetic fender extension. 5 screws, 4 plastic clips removed and the liner will not budge. Folding the liner back still doesn't give more than a couple inches for access.
