1999 4runner, question on how to remove rear upper wheel well flare

I have a 1999 toyota 4runner Limited
I need to remove the rear passenger upper wheel well flare to try and repair a little rust on the body , I have pulled the inside trim off and can see some plastic posts that I assume hold the flare on. Also I see that it looks like they pop riveted the bottom of the flare onto the wheel well.
My question, besides having to drill out the pop rivet, how is the flare attached to the body. Do you just pull on the flare and the things pops off, is it bolted to those plastic posts. Just want to know what the process is so I do not break anything.
