No 2 timing belt replacement

I have a 1996 Toyota 4 runner with a 2.7 Liter 4 cylinder motor 3rz-fe.
I am replacing the timing chain and have no problem with that but the no 2 smaller timing chain (oil gear and balancer shafts 1 and 2 chain) is where my problem lies.
The Factory service manual at the installation process says
NOTICE: make sure the weights of the balancer shafts no 1 and no 2 are at bottom.
But it does not explain how to do this.
Does anyone know of this procedure?

I've even be to my local dealership and they tell me they don't change this chain when they do a timing belt. Yet the part comes in the kit and I've already taken it apart. Please help!
