carb problems 3SF

I have a 3SF engine carb type i had just fixed the distributor oil seal and orings and timed the car at 5degs everything was ok idle was at 800 the car had good response with the throtle then i ran it on hi rev aroung 5000 to 6000 then the idle went up to 2000 and did not go down i looked at the timing it was still in 5deg then went i turn of the engine it will choke up for a few seconds then pressure would be released in the carbs. when i started the car again the rpm is still in 2000 / would also like to know how to set the octane dial in the distributor / or a diagram of the carbs / help please / i will post up pics of the engine
