2003 4Runner Limited Front License Plate Bracket

I have an '03 4Runner Limited - I just bought it used - its been babied and only has 34,000 miles on it. Perfect condition. My wife wants to put her college team tag on the front, but the holes for the front license plate do not line up. I can drill the tag, but it would look wrong... Is there a bracket that goes on this vehicle or did I miss something? There are holes with threads there, but they just don't line up. Mechanical I am not, but I should be able to handle this...

I ran into the same problem with my 2002 Avalon. I went ballistic when I saw the dealership had drilled holes through my front bumper, and when I complained to the General Manager I found out that at that time there were no brackets for front bumpers in some sales markets. The owner stated that Toyota would soon change that policy so that all Toyotas would be sold with factory installed front brackets. I can't verify that what he said is true, but my 2008 Highlander came with front brackets. Sounds like your 2003 was produced before brackets were standard.
