too much rust?

I;m thinking about buying this 4runner, body looks perfect but when i look underneath the car this is what I see. Is this normal to see rust like this on a 2004 4Runner? I live in Vancouver BC, so the roads are not heavily salted at all.

Toyota is nice enough to install the factory rust package in all their trucks. Good luck finding one without it if you don't live in the SW USA.

Actually that looks more like surface rust, the real question is how is the frame??

I would have to double check and look again. I was using my 2002 Camry with 180,000 km as a gauge. It's hardly has any rust, minor tiny spots. This 4runner is newer and lower mileage. But again, if the person took it off -road driving a lot, then may this amount of rust is "normal"

Any way, if you guys can have look underneath and let me know I would really appreciate it. I will to take more pics.
