Bad ICM cause car not to start

Toyota 4Runner 2005. Can a bad ICM cause the car not to start. Car would not start, new battery. Had clicking sound when started car. Had car jumped by Towing company. Verified that red to red on jumper cables. Jump told 1 second. Also, turned car off several times and car restarted. Thus, I would think battery not the problem. Once car started, pressed the gas petal. No acceleration. Turned car off several times, no luck. Next morning, went to auto shop where car was. Started car no problem However, no acceleration when pressing gas petal. Thus back to original question, can a bad ICM cause the car not to start.

The first thing I would do is to check for stored codes on the ECM. There might be something there that is not producing a check engine light.
