It's been posted that there is a link between those lights and the functional operation of either air bag. It's all rooted within the seat belt retractor; there's a switch there that's known troublesome.

Not helpful, I know, but something to go on.

Have you looked at the schematic?

I looked the schematic and checked all fuses. It most like I need to replace whole seat belt assembly. I am still wondering if I have to replace driver side and passage side both or not?

Thanks!

My 2000 also has both lights flashing at various times when the seat belt is in use. We just ignore it.

The manual that came with the car states the air bags will deploy regardless of the seat belt use, I assume that's right but there's conflicting information on boards.

For the several hundreds of dollars it would cost, and for the comfort knowing someone maybe inexperienced is replacing a safety device, we're content letting the bulb flash.

Sounds like your switches are also broken on both sides, as ours are. Somewhere online on one of the boards there's a photo of the assembly.
