Dull Paint on 2003 Sienna

I just acquired a white 2003 Sienna CE from Florida. The white paint is dull like an old refridgerator, and dull satin at best, even on the sides. The top has rough areas and has some chalking.

I think this model has a clear coat, but could someone confirm that ? Is this dullness normal on this car, or is there some other reason for the dull paint?

This model does NOT have clearcoat on white paint. Try waxing the vehicle with NuFinish car wax.
