1998 Toyota sienns overheating

For the last two years I have had a problem with the car overheating I have replaced basically everything on the car that has to do with this problem, thermotats two times, three water pumps radiatort...had the engine completely rebuilt... it is still having the same problem..there is no suffiucient water circulation...when I am idling for over 5- 10 minutes at a store or even at a stpp light..the ac starts getting warm and the temperature gauge starts moving up. The way I get around this is to push on the accelerator...get it to 2000 rpm...then the water circulates...the temperature goes down... and all is well

Has the heater core been bled properly?
