Replacing the fuse

We bought a used 08 sienna le a few months back. when it was purchased the second outlet under the gear shifter ( the one closest to the pass side.) a.) has no cover and b.) it does not work. I have accessed the interior fuse panel, and i think it is labeled as "cig"? i could be wrong, but then again i wouldnt know because i dont know what the cover was. Furthermore, i cant even remove the darn fuse! i have used 3 different fuse pullers, all to big, even the fuses them selves are to big to replace the current one, which i expect to be blown. I noticed there is a fuse for the power outlet, but i have not invested any time into it since the one outlet works, the other would too. Any ideas as to how to get this outlet working? any advice would be much appriciated!
