Toyota Corolla NO HEAT AT IDLE

I have a 97 corolla that will not put out any heat at idle. It has a new thermostat, i flushed the cooling system twice. You can take the hoses off the heater core and blow thru them relatively easy. I shot the radiator with a heat gun and it is 200 degrees, the heater hoses are not getting hot . Any one else had this problem, kind of leaning towards heater core still partially blocked but it doesnt seem to be. It heats good at higher RPM and then engine does not overheat.
