My dealer here does the same thing...they absolutely will not look up the parts without my VIN, as they
claim it's to avoid ordering incorrect parts.
Maybe you could just look on Craigs or Kijiji for a Celica with the vin listed and use that? I don't know if that would violate US laws, there are so many of them...
