Fuel consumption is proportional to speed, if you double your speed you quadruple the drag on your car due to air resistance. You will use a lot more fuel on the highway at 120 km/h than 60 km/h in town in top gear. A lot of stop/start driving in town will mean you use more fuel in town than on the highway. Minimal stop/start driving in town will mean you use less fuel in town than on the highway. It's not what you drive, but how you drive!
