The FSM spec on 4runner w/ 5vz says that idle should be 700 +/- 50. Don't know of an online manual for a T100 so I can't check to be sure, but I would bet it's pretty much the same.

So if it's at 1000 with the motor fully warmed up that's about 250 too high. But off course it will idle higher before it gets hot.
