'03 Camry Chugging & P0446

A few days ago, I checked out my parents '03 Camry (4cyl) for a check engine light. I Plugged a ScanGaugeII into the OBDII Port to read the code and pulled a P0446, I reset it.

Ever since doing that, the car has been chugging at idle. When cold it will Idle fine at 1,000RPM, when warm it's 200RPM or less and Stalls waiting at a light.

Now I plugged in this ScanGauge II in the past, and it caused the car to chug, at idle when plugged it, but when it was unplugged it ran fine, so I've never plugged it in again except to read this code.

The first thing I did was check the Gas cap to see if it was loose (In response to P0446) and it was fine, I replaced the PCV Valve (Starting at a cheap replace, working upwards) and no difference, I checked all the Lines running from the PCV Valve, the VSV and hoses, and looked for anything else I could find under the hood. I also stuck my head under the car and checked around the Charcoal Canister, nothing abnormal.

Any idea what it Might be? We even disconnected the battery for a half hour and reconnected, hoping it was something the ScanGaugeII Did, and could be reset with a battery disconnect.
