You saying that the A/C pump's clutch disengages at idle? That's normal.

My 4Runner does that...I guess it's a safety measure so you don't overheat the engine at idle with so much strain on it.

Now, if you're not getting cold air at idle, then you've got a problem. RPM's stay fairly steady when A/C is on or not...
