Yep, that's why nuts are labeled by the OD of the bolt that it fits onto. I.e. You pretty much won't be able to measure 14mm anywhere on that 14mm nut or yours reliably. So a M14 nut will have an ID bigger than the OD of a M12 bolt hence the sliding on and off.
