My daily (90' 4afe) started doing this to me recently and I haven't been able to spend much time on it but it takes two or three cycles of the key to start it from cold no matter the outside air temp. So far I quickly replaced the cold start injector without any change.

My car's cooling fans also come on when I turn the key on,(I have A/C in my car but this may or may not have anything to do with the starting problem), from a cold start so this leads my to believe that it may be a bad coolant temp sensor or bad wiring along the way so the ecu thinks the car is warm already thus turning my fans on from a cold start and not sending a signal to the cold start injector. When I have more time I will report what I find.
