Here's an easy answer for you.....NO.
the Scion xB/xA is a 1NXZE engine
the tercel is a 5EFE
two completely different engines. Two totally different transmissions. It would be like modifying your tercel windshield to fit your xA. You could do it but it would cost more then it's worth.
The car is running at a higher RPM because when it does it's sitting closer to it's powerband and working less hard so it's conserving fuel. if you were in the wrong gear all the time the engine would be working harder to keep speed and you'd lose fuel economy.
There's a reason toyota put the gears they did in your transmission..why mess with it.
Have you two compared your fuel economy? I bet your xA does as good or better then the Tercel.
I suppose you could CNC-mill a new bell housing. Get custom made shift cables. Made hybrid axles to fit the tercel diff and go to the xA hubs. Drill and tap new holes in the Transmission case. Rewire your harness to accept the sensors from the different transmission.
