Are you trying to wire the modulator in series with the lead, or parallel across the lead and ground?
I'm seeing in the wiring diagram what you are seeing. Light Blue lead, White with Black tracer ground.
The White with Black tracer ground meets with the left and right stop light as well and ends up going to a common ground. That wire on the right rear passenger area may be grounding the other two stop lamps as well. You may have to go further up the harness.
Below is the modulator, (strobe), I tried to connect to the third brake light. They have always worked fine on the several motorcycles I used them on.
I used the blue & wht/blk wires from the plug-in connection in the wiring harness, it looks like those two wires run directly to the LED. I was wondering if there is some feed to the incandescent stop lights which is preventing the strobe from working.
I will keep you posted of any results, thanks again...
The wht/blk wire serves double-duty, (sort of), so I had to keep it continuous and also tap the strobe ground to it. The blue wire gets cut and a strobe (red) wire gets attached to each end of the cut.
After doing that, and re-assembling the plastic panels behind the seats, all is fine. The third brake light blinks fast, then slower, then solid when brakes are applied. The left & right stop lights work as they always have.
Next stop is to do the same for a 2010 RAV4. Thanks again for the input...

The modulator works great and I did add one to our RAV4 also.
Installation is pretty straight-forward, once you locate the white/blue wires to the third brake light.
The modulator is labelled, 'power in' and 'to LED'. After you cut the white/blue wire, you attach the ends to the modulator red wires accordingly. The black wire gets grounded.
Is this a factory option now? Seen a new Corolla, still had temp tags new, the other day where the 3rd brake light flashed a few times at initial brake. Either they were quick with modding it or it came from factory.
Yup, like I said, I cut those 2 wires and tapped the modulator directly into the circuit (the circuit in which the LEDs are already connected so not sure what "light" you are talking about) and it works just like @tantasquit described in the original post. You don't need to look for a harness in the center or rear package tray like you stated (that could be true for a 2006 like you have, but not for a 2015).
While I'm at it, one more difference for me was my modulator (P/N GS-100A) had 2 ground lead wires unlike the LSC-100A that tantasquit installed (which only has 1). Obviously, the 2 ground lead wires just get connected between the cut ends of the white/black wire.
This is a neat and easy mod and really does get the attention of the vehicle behind you, so I would like to thank tantasquit for the great idea.
