Custom avatar for non-supreme members?

Is it now possible for non-supreme members to change the avatar??
Just noticed that there is now an upload button in the Control Panel for it.

oh, ouch, no love for the non-supremes. I'll have to be sure to order that supreme membership when I get my credit card back from the bank (oh, yours is lost/stolen, here's a garbagey atm card, and we'll get one to you in about four to five weeks)

I have that large avatar because it was applied before the "supreme" member came in. So, everyone who had done it before hand, got to keep there avatars.
I should go "supreme" soon too, but not sure how to process a payment. I dnt have a CC or use Paypal.

You can probably send a check to Ekam or Ratko. I'm sure they will gladly take it in that form
