i would get
1. tinted window
2. change out all the light to LED (blue)
3. HID
4. change out the speaker with better ones and add two 12' subs
5. lower the car
6. get 18 or 19 rims
30% tint all around and whenever a decent suspension comes out then lower it. I would also remove as many emblems as possible, the front and rear T have holes behind them so leave those and when a black pearl emblem kit comes out replace those T's.

now...what can you guys tell me about window tint?...would a silver to black fade look retarded?
silver to black fade tint is retarded IMO on dark painted cars. The only exception may be if you had a silver car or had some custom paint done where your paint lines faded with the window tint like you would see at HIN. stick with quality black tint or some metallic charcoal.
dark tint always has looked great on dark colored cars.
as for the legality of it in PA its only questionable on the front drivers and front passenger windows. im from PA and i would get it done in a heartbeat. cops don't look to write tickets just for the percentage of your tint as opposed to some states like cali and so on...
anyways just don't go really dark stick with a tint with a percentage at or greater than 20% on your side windows and go with 35% on the rear (so you'll still be able to see out the rear window at night.) 35% on your rear will still give you a lot of privacy in the daytime
above all get it professionally done at a reputable tint shop.
Take your time with rims. I would first wait until it is properly lowered before looking for wheels. Tint, I would not do half one color/half another color. If you want to have a slight tint do 35% all around. I personally think 30% is a nice in between. Forget the faded tint, it looks ghetto and like you're trying to draw attention JUST for having tint. I think the interior lights that thump to the music is also out of style. If anything maybe a nice red theme using cold cathode tubes and having red bulbs in map light and door lights.
