OK - here are my "check engine" codes (advice please)

At long last, I got my check engine light codes today for my 2000 SE V6.
They are P0402 and P1410.
P1410 is the EGR Valve Position Sensor Circuit, and I think P0402 is excessive flow in the EGR valve. Has anyone else had those problems? How much did it cost to get it fixed?
I just called the dealer, they want to charge me a $92 "diagnostic fee" to find out where the problem is. The guy there said he'd never seen an EGR valve problem on the Solara and that it was probably a VSV. He said it'd be around $200 to fix if that was the case.
Is this something I should have the dealer do, or can my local neighborhood trusty mechanic do it?

Thanks,
Eric

PS - could these problems be effecting my gas mileage?

Replace the EGR postion sensor, i believe it's like 2 or 3 screws and it just pops off and you can put on the new one. Belive it is retangular in shape

Can someone post a pic of where it is/what it looks like? I'm not good at working on cars. But, if all I have to do is unscrew something and then screw a new one on, I think I can manage.
