In most systems if the check engine light is on, the TRAC system turns off to save engine power. Perhaps their is a pending engine trouble code in the ECU, have the codes reads.
Would look for the cause of the engine hesitation first, if found the TRAC issue may go away.

If the car is running well enough to go the distance head for an auto supply store (Kragen, Autozone etc) that loans code readers. Plug the reader into your OBD II port (under the dash) and check the readout to see what the problem 'might' be. If the result is a little confusing write down the number and look it up online or call your Toyota dealer to see if they'll help you figure it out.
History:
Originally when the cel came on I went to autozone and had them read the code. I was told O2 sensor, 1st bank. They cleared the code and told me if the cel comes back on to get the sensor changed. The performance of the car had not been effected. Within a few days the car had the engine hesitation and trac lite issue.
I disconnected the battery to reset ecu, and the "trac off" lite did not come back on. The trac off switch on the console was working as advertised.
I lost traction on the ice a few days ago and the trac off lite illuminated, and the switch on the console does nothing again.
location would be at the firewall? is this the same p/n as the 02 sensor located at front of the engine(the one that's looking at you when you open the hood)?
Yeah, bank 1 is near the firewall. Your best bet is to call a dealer and ask them for the part # first if you are going to order one elsewhere to make sure you get the same one.
And yes, the trac light will come on in tandem with a powertrain code. Replacing that o2 sensor should take care of it.
the traction control light coming on has nothing to do with the o2 sensor
the hesitation is the tranny going nuts trying to figure out traction control and then turning it off since it can't seem to figure it out...it's a good time to buy a good code scanner now that can read pending codes, as from my experience, this has to do with a shift solenoid issue. sometimes it will throw a CEL along with it, and sometimes it will be pending and then go away.
I actually have this same issue on my solara right now, and I have to replace my shift solenoid but haven't gotten around to it yet though

I am having the same problem, but am getting cylinder misfires. I guess this would go along with the Traction Contol shutting off to save power, since I get major hesitation in reverse and around 2100-2200 RPM.
