Recalls are for safety related issues so the answer to one of your questions would definitely be no. On the other hand there 'might' be a technical service bulletin (TSB) for your car, you could look that up or ask your Toyota service department.
The plain and simple fact is paint, especially on the front where it's subject to being chipped by sand/rocks/bugs has to be maintained. Wax should be applied on a fairly regular basis and any chips, even the smallest, should be filled. Otherwise moisture can get up under the paint and before long it's lifting and peeling off. For some reason silver seems especially prone to this.
Considering the age of your car it's very unlikely you could get a factory sponsored repair but he costs you nothing to drive to the dealership and ask. If you purchased the car there the service manager might offer to make an 'adjustment'...they pay a portion of the new paint job, you pay a (probably larger) portion.
You might want to take the simple route, just take the car to Maaco and for a few hundred bucks get the hood repainted.
