If you plan to do anything more complicated than an oil change I'd strongly suggest you either purchase or download a manual. There's a good Chilton manual for the Solara (Amazon.com if you can't find it locally) or you can just download the Toyota factory service manual.
Here's a cut/paste from the factory manual for removal of your belt...It appears you just lever the idler back and lift the belt off. The special tool referred to (SST something) is nothing more than a fancy hook.
DRIVE BELT
REMOVAL
1. REMOVE FRONT WHEEL RH
2. REMOVE FRONT FENDER APRON SEAL RH
3. REMOVE ENGINE COVER SUB-ASSEMBLY NO.1
4. REMOVE ENGINE MOVING CONTROL ROD W/
BRACKET
(a) Remove the 3 bolts and control rod.
5. REMOVE ENGINE MOUNTING STAY NO.2 RH
6. REMOVE ENGINE MOUNTING BRACKET NO.2 RH
7. REMOVE FAN AND GENERATOR V BELT
(a) Slowly turn the belt tensioner clockwise for more
than 3 seconds, and remove the drive belt by using
SST.
