It would be safe to clean the IACV with brake cleaner or no? Thanks for the reply! Has anyone else had this problem?

Sure sounds like the IACV, its a common problem for these cars. Use only throttle body cleaner to spray down in the IACV port hole and clean the throttle body as well. Let the cleaner soak in the IACV for 10 minutes. You will have to press the throttle pedal as it will be difficult to start and you should notice white smoke(cleaner and carbon burning off.) There is a procedure to change the spark plugs without removing the intake plenum,
Spark Plug Change 1MZFE Engine - The Easy Way. FYI use on Denso/NGK oem spark plugs and posting in the 3rd and 4th gen Camry forum will get more views. Also seafoam before you change the plugs.
