cigarette Lighter(accessory Outlet)

My 2000 Solara's second accessory outlet is not working and as far as I remember never worked. This is the lower one below the ashtray. Would anybody know where the fuse may reside(Under the hood near the battery? or in the panel inside the car?) The top one works fine. Also, at one time the ashtray light worked, now it doesn't.

Any help is appreciated.
Thanks,
TV

both should go to one fuse..most likely the Accessaries fuse. So if the other one is still good, you have a wiring problem---follow it to the source

i may be wrong

or you might have a loose connection behind the outlet itself.
